SB2514 by Hughes (relating to establishing the hostile foreign adversaries unit at the Department of Public Safety and training, prohibitions, and reporting requirements designed to combat foreign influence and foreign adversary operations; creating a criminal offense.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would establish the Hostile Foreign Adversaries Unit within the Department of Public Safety (DPS) and specify certain reporting requirements and information sharing with certain entities. The bill would also also direct the unit to collaborate with local governments and federal agencies to operate the Texas Fusion Center. The bill would also amend certain requirements related to the the Department of Information Resources (DIR) certification of cyber security training programs. According to DPS and DIR, any costs associated with the bill could be absorbed using existing resources. 

It is assumed that any fiscal impact and any impact on state correctional populations or on the demand for state correctional resources resulting from the new offense would not be significant.

Local Government Impact

It is assumed that any fiscal impact to units of local government resulting from the new offense and associated with enforcement, prosecution, supervision, or confinement would not be significant.
